The Fish Steak recipe calls for Fish, Tomato, and Basil. You can combine these ingredients at the stove to unlock the recipe and place a Fish Steak into your inventory.

These ingredients aren’t hard to find if you know where to look. Most Vegetables can be found by going to one of Goofy’s Stalls in biomes around the Valley. Once you find Goofy selling the vegetable you want, you can purchase both seeds and vegetables from him. this will allow you to grow your own vegetables. Spices can be found around the valley as well. For Basil, you’re going to want to make your way to Peaceful Meadow, where you’ll be able to get your hands on that spice.

As for your fish, that’s a whole different story. If you don’t have the fishing rod, head to Peaceful Meadow, and find the fishing rod by the pond. It’s on the right side of the map. Once you do this, find Goofy. You’ll have to complete the Fishing Expedition Quest before you can use it anywhere. Once that’s complete, you can now fish. Fishing is simple, and since Fish Steak doesn’t require a specific fish, you can use whatever one you manage to catch from either the White, Blue, or Gold bubbles in the water.

After this, it’s time to bring all the ingredients to a stove. Since the game doesn’t hand you recipes, it’s up to you to experiment and find out some recipes on your own. For Fish Steak, you’re going to want to add the Fish, Tomato, and Basil, all into the pot before cooking, nothing else.
