To find wheat, you’re going to have to plant it yourself or purchase it from Goofy’s stall. If you haven’t already, you need to head to Peaceful Meadow and find Goofy. From there, you can purchase the wheat.

Now, for the lemons, head into the Forest of Valor and look for lemons on trees. Alternatively, you can find Goofy’s stall to purchase them.

Finally, you’ll need eggs and butter. Since these can’t be grown in the Valley, you’re going to want to find Chez Remy. This is the restaurant run by the protagonist of Ratatouille. He’ll let you access his pantry to get some items you need to make dishes in the game. This is where you’ll find both the eggs and the butter.

Once you’ve got all the ingredients, it’s time to finish your dish. Start by finding a pot, one should be located in Chez Remy. From there, add the lemons, the wheat, the eggs, and the butter to the pot, and then use one coal to cook. You’ll receive both the recipe and the Meringue pie as a result.
